Tasks and Responsibilities

  • Under the guidance of the Sustainable Energy Finance (SEF) Lead, as a member of the SEF Unit within the German Indonesian Energy Team, contribute to an integrated and programmatic approach in delivering advisory services to partners beyond project boundaries.

  • Design and implement technical and strategic advisory as well as capacity development activities tailored to the needs of political partners; advise on the development of regulations for carbon pricing design and carbon economic value; conduct relevant investment analyses and oversee the modelling and analysis of CO₂ price levels and their macroeconomic impacts; as well as develop financing strategies for the energy transition through policy advice, capacity building, and international collaboration.

  • Advise and support political partners in the development of integrated finance policies and strategies to drive the impact of carbon pricing implementation, and provide guidance and expertise on the cost-effectiveness of emission reductions, carbon roadmaps, and relevant MRV systems.

  • Possess a strong understanding of Indonesia’s carbon economic value framework and its relevant stakeholders, as well as a good understanding of international best practices in carbon pricing mechanisms.

  • Conceptualize Terms of Reference (ToR) for the procurement of external consultants, and subsequently manage international and local external consultants, including the design, preparation, organization, facilitation, and documentation of related events, workshops, and conferences.

  • Write, revise, and review reports, brochures, recommendations, and other documents for both internal and external audiences while ensuring high-quality outputs.

  • Develop and maintain relationships with political partners and other relevant public and private sector stakeholders, including acting as a knowledge expert for high-level government representatives (Indonesian and German) and other relevant stakeholders in various forums.

  • Contribute, based on your field of expertise, to the development of the GIZ portfolio, including participation in the preparation of new project concepts, as well as contributing to an integrated and programmatic strategy that ensures the delivery of cross-cutting technical expertise to partners beyond individual project silos.

Requirements

  • Master’s degree in economics (preferably with a focus on energy or environment), climate science, public and private finance, sustainable finance/banking, green infrastructure, business administration, or other related fields.

  • A proactive team member with expertise in finance and knowledge related to the energy and climate sectors; proficiency in economic modelling, econometrics, or financial engineering, particularly related to carbon markets, would be considered a strong advantage.

  • Working experience in renewable energy and energy efficiency, climate finance, development cooperation, and/or energy and environmental finance, as well as public and private finance.

  • Strong understanding of Indonesia’s carbon economic value framework and its relevant stakeholders.

  • Strong network and the ability to analyze complex data (including a good understanding of software packages such as STATA, R, Python, etc.) and identify trends and opportunities in Indonesia’s climate finance initiatives for the energy transition.

  • Outstanding conceptual and strategic thinking skills, along with excellent written and verbal communication, interpersonal, and presentation skills in both English and Bahasa Indonesia.

  • Previous experience in procurement processes and the management of international donors and external consultants.
