Core Tasks
You are responsible for the technical, content-related, and organizational implementation of the commission awarded to GIZ. You are assigned responsibility for managing the staff members involved in the commission.
You ensure the planning, steering, organization, and monitoring of the project's activities. A key part of your duties involves drafting operational plans, managing the budget, managing assigned contractors, and providing advisory and support inputs to partners. You are also responsible for providing specialist support to colleagues in bands 2 and 3 and ensuring the quality of the commission's outcomes.
You bear responsibility for security and crisis management for project staff as described in the framework for action entitled "Security and Crisis Management in Foreign Countries." You are also responsible for matters related to occupational health and safety.
You work together with other units to ensure that the required technical and methodological competencies are in place and to design concepts for quality and knowledge management themes such as organizational development, change management, and reorientation.
In consultation with your line manager, and where necessary with divisions responsible for specific thematic areas, you liaise with commissioning parties, government institutions, political actors in the country, and the development cooperation community regarding matters in your focal area or sector, and support strategic development where required.
In consultation with the Country Director or your line manager, you use your professional network to act as a focal point for all matters within your area of expertise and to strengthen alliances and cooperation arrangements on behalf of the organization.
You perform any additional tasks assigned by your line manager as required.
Tasks & Responsibilities
Lead the Energy Hub Secretariat team and ensure disciplinary leadership, personnel development, and team oversight.
Ensure the smooth planning and implementation of Secretariat activities, including financial and administrative oversight, monitoring and reporting, and close coordination with the broader Energy Programme teams and thematic areas.
Act as Senior Government Liaison as part of the Energy Programme leadership team and contribute to strategic planning and stakeholder management in support of the Energy Programme.
Ensure overall cooperation between the Energy Programme and Indonesian government partners, particularly the Ministry of Energy and Mineral Resources (ESDM), and facilitate annual steering processes, programme planning, and agreements.
Develop and maintain relationships and networks with German implementing organizations and ensure their active participation in various Secretariat activities.
Gain a deep understanding of GIZ Energy Programme activities and strategy, and identify key success stories and strategic achievements to be communicated to partners and external stakeholders.
Ensure timely and targeted internal and external communication of the results and impacts of implemented activities, in collaboration with the Energy Programme leadership team, across various formats and audiences.
Ensure close coordination, information exchange, oversight, and cooperation with other cross-cutting units within the Energy Programme, including the Policy Unit, Private Sector Unit, and cross-cutting themes such as digitalization and gender.
Requirements
Job Requirements
Bachelor’s degree in Economics, Engineering, Business Administration, Political Science, or a related field; a Master’s degree is preferred.
More than 10 years of professional experience in energy transition and renewable energy, preferably within the context of development cooperation.
At least 7 years of leadership experience and experience serving as a senior advisor and/or stakeholder liaison.
Deep understanding of Indonesia’s energy stakeholder landscape.
Strong professional network with Indonesian ministries, state-owned enterprises (SOEs), and other stakeholders in the energy sector.
Excellent stakeholder management and communication skills.
Excellent written and verbal communication, interpersonal, and presentation skills.
Outstanding conceptual and strategic thinking abilities.
Experience in procurement processes and management of international and local consultants.
Strong communication, coordination, and intercultural competencies, with confidence in engaging with senior representatives of national and local partners.
Proficiency in information technology, communication technologies, and relevant computer applications (e.g., Microsoft Office).
Excellent written and spoken Bahasa Indonesia and English proficiency (minimum C2 level).
Willingness to adhere to the organization’s code of conduct.
