Core Tasks
In this position, you are responsible for the technical, substantive, and organizational implementation of project activities and measures. In consultation with your line manager, you will also undertake tasks related to project planning, management, and monitoring, including project administration tasks where applicable. You are also responsible for providing technical support to colleagues in bands 2 and 3 and ensuring the quality of project outcomes.
In addition, you contribute to the conceptual development of the project, particularly in relation to project modification or strategic realignment.
You provide technical and substantive input on broader issues through cooperation with commissioning parties/clients, partners, and other stakeholders, thereby supporting the achievement of agreed project objectives while contributing to future strategy development.
In coordination with the Country Director and your line manager, you also utilize your professional network and contacts to support contract acquisition efforts on behalf of the organization.
Together with your team colleagues and line manager, you coordinate all matters within your area of responsibility and ensure that issues are handled promptly and professionally. You resolve issues arising within your scope of responsibility in accordance with existing regulations and escalate more complex challenges to the team when necessary.
You are involved in the continuous improvement of processes within your area of responsibility, are accountable for knowledge management, and prepare and share relevant documentation. If required, you also support other experts in understanding and carrying out their duties.
You perform any additional tasks assigned by your line manager as required.
Tasks & Responsibilities
The Advisor will lead a project component aimed at facilitating large-scale Renewable Energy (RE) investments in Pilot Region 1—likely located in Sulawesi or Java—through improved management of social and environmental impacts. Detailed responsibilities include:
1. Identification and Mapping of Social and Environmental Risks and Opportunities
Identify and map social and environmental risks and opportunities that influence public acceptance of large-scale renewable energy projects (solar, wind, geothermal, and, to a lesser extent, hydropower) across various regions and cultural contexts.
2. Development of a Social Acceptance Framework
Develop a comprehensive concept for integrated measures designed to enhance social acceptance of renewable energy projects.
3. Provision of Technical and Process Advisory Services in Pilot Region 1
To Subnational Governments (Provincial, District, and Municipal Governments)
Strengthen local government capacity to manage social and environmental risks and opportunities associated with large-scale renewable energy projects.
Develop and promote municipal or local participation models in renewable energy projects to increase social acceptance and generate local benefits.
To Renewable Energy Project Developers and Land-Intensive Companies
(e.g., mining companies)
Provide guidance on just-transition-oriented renewable energy business models, particularly for former mining areas and other degraded lands.
To Subnational Governments, Renewable Energy Companies, Professional Organizations, and Local Communities
Enhance meaningful community participation in the development and management of renewable energy projects.
4. Management of Consultants and Activities
Manage national and international external experts and activities such as training programs and consultations.
Prepare Terms of Reference (TORs) and supporting documentation.
Oversee the implementation of consultancy contracts.
Ensure the achievement of expected results and deliverables.
5. Support to the Energy Programme
Contribute to project and programme planning.
Prepare project reports.
Develop knowledge products and publications.
Support the development of the Energy Programme portfolio.
6. Partnership and Stakeholder Relations
Develop and maintain relationships with government partners and other stakeholders.
Requirements
Job Requirements
Master’s degree in Energy, Environmental Management, Social Development, or a related field.
Extensive professional experience in managing social and environmental impacts of large-scale projects, particularly renewable energy projects.
Good understanding of the roles of local governments, project developers, and local communities in managing risks and opportunities related to large-scale renewable energy development.
Familiarity with Indonesia’s regulatory framework concerning environmental impact management, social development, and land acquisition.
Experience in applying social and environmental safeguards and standards used by international development finance institutions.
Strong professional network among government agencies, private sector entities, civil society organizations, and other stakeholders involved in large-scale renewable energy development within the pilot region.
Strong stakeholder engagement and stakeholder management capabilities.
Basic understanding of capacity development approaches and methodologies.
Excellent written and verbal communication, interpersonal, and presentation skills in both English (minimum C1 level) and Bahasa Indonesia.
Previous experience in procuring and managing national and international consultants is considered an advantage.
